2017 MIPS Submission – Obtaining Access to the Enterprise Identity Management (EIDM) System

The Centers for Medicare & Medicaid Services (CMS) recently released information on the reporting process for the 2017 Merit-based Incentive Payment System (MIPS) performance year. Submission or attestation for the Quality, Advancing Care Information (ACI) and Improvement Activities (IA) will be done within a single application under the CMS Enterprise Portal. Even if your clinic’s data is submitted by your electronic health record (EHR) vendor, a Qualified Registry (QR) or a Qualified Clinical Data Registry (QCDR), you will be able to see your score based on previously entered data.

If you already have an Enterprise Identity Management (EIDM) account, please test your log-in credentials on the Medicare Quality Payment (QPP) website: https://qpp.cms.gov/login.
The CMS EIDM portal allows secure, authenticated access to multiple CMS applications. For MIPS, you need access to the Physician Quality and Value Programs (PQ-PV) application. Depending on your role and your practice, you may have access to more than one CMS application within the EIDM portal.
There are two main steps to obtain full access to the PQ-PV application:
- Obtain an account for the CMS Enterprise Portal. (Pretty straight forward and simple)
- Request access to your taxpayer identification number(s) (TIN) within the PQ-PV application. (More complicated and time-consuming, as it uses identity proofing and creating/selecting an organization)

This document walks you through the process, but here is a summary of the steps:
- Determine what type of account holder you are, as the roles may be a bit different.
For 2017, most account holders will either be a Group (if your clinic bills for more than one provider) or an Individual/Solo Practitioner (if there is only one practitioner billing under your TIN).
- Determine what role you will need.
Group: You will need at least one person to be the Security Official (Provider Approver).
Individual: You will need at least one person to be the Individual Practitioner (Provider Approver). - Determine whether someone has already registered with EIDM and/or has your clinic’s Security Official role, as that could affect new requests for access.
