PQRS: How to Choose Measures for PQRS Reporting

Remember the chart back on July 1 – Reporting Mechanisms? I have posted it again here since the mechanism you choose does affect the measures that you report.
The measures and the requirements for reporting are already defined for those that have chosen Individual Measure Group or GPRO Web Interface mechanisms. How to report for these mechanisms was addressed in the August 10 and August 15 blog posts.
Specific measure selection is relevant for Individual Measures, EHR and QCDR methods for reporting. Ten suggested steps are listed to assist in analyzing and choosing measures that are most applicable to your organization.
- Identify requirements for measure reporting for the mechanism chosen
- # of measures, # of domains, cross cutting measures
- Identify measures available based on the reporting mechanism that you have chosen
- Remember the Measure Group and GPRO Web Reporting measures are predefined
- Consider factors that are specific to your practice or clinic
- Conditions treated, Care Provided, Setting, Quality goals
- Align measures with other quality reporting goals and initiatives
- ACO, PCMH, Million Hearts, PIN, QIO, Diabetes and others
- Review QRUR report/Cost & Quality data
- Identify Measures available to report and create a list for filtering and search
- For example – a Crosswalk using Excel
- Look at ways to evaluate the current baseline data
- Identify “improvement notation” for each measure (if high/low performance is better)
- Verify Medicare beneficiary requirements are being met
- Confirm Measures to Monitor (but select a few more to monitor than the required!)
Here are a few tips on some steps –
Step 2: The PQRS Web-Based Measure Search Tool is a measures list tool that EPs can use to search for measures to report for 2016 PQRS. The web-based measures list tool allows users to search for measures using a number of criteria and then access detailed information about each measure. See CMS Physician Quality Reporting System website.
Step 3: Check out the Specialty Measure Sets which are lists of measures that reflect a particular clinical conditions or types or services rendered. They can be found at the bottom of the Measure Page.
Step 5: QRUR Report – Check the post on July 15 – “The QRUR” for information about what you can find in the QRUR applied to measure selection.
